IIN and Horizonte Ciudadano Foundation presents: Migrations and early childhood in Latin America and the Caribbean
The Inter-American Children´s Institute and Horizonte Ciudadano Foundation, within the framework of the project «Convergence for action: network of leaders for a beginning with a future», developed the research: “Migrations and early childhood in Latin America and the Caribbean: crossroads between a new regional scenario, legislation and State intervention”.
The objective of this research is to determine and define international migration in Latin America in the last decade, giving an account of the network of complex relationships established between migration processes and children in early childhood and their families, seeking to identify the theoretical and interpretative frameworks applied to this phenomenon, as well as the normative advances, the development of public policy and the gaps that may exist in the passage from the norms to the application of policies for state intervention in pursuit of the promotion and guarantee of the rights of children.
This research was carried out from the review of secondary and documentary sources and the interviews with government experts, international organizations and civil society. It was conducted by a research team [composed of professionals] from both institutions: the participants of the IIN were Víctor Giorgi, Director General, Esteban de la Torre, Coordinator of the Legal Area/Restitution of Rights; Adrián Rozengardt, specialist in children’s rights, Julia Fonseca, consultant in the Legal Area/Restitution of Rights, and Katherine Llanos, who did her internship as a lawyer in the area of restitution of rights for this project, while, the participants of the Horizonte Ciudadano Foundation were María Estela Ortiz Rojas, head of international liaison, and Jorge Álvarez Chuart, in charge of the Migration Unit.
