11th Report to the Secretary General of the OAS on CSEC
Since 1999, and pursuant to OAS General Assembly resolution AG/RES. 1667 (XXIX-O/99) of 7 June 1999, the Inter-American Children´s Institute (IIN) has been submitting annual reports to the Secretary General of the OAS on the status of action undertaken by member states in order to combat the commercial sexual exploitation of children (CSEC) in the Americas, an activity which, on the basis of the resolutions quoted above, falls within the scope of the Inter-American Programme.
The 11th report focuses on experiences involving the repair of the harm caused to victims in the region: progress and challenges. The paper begins by providing a conceptual description of what strategies for the restitution of rights are understood to involve and the several tensions and threats that influence the development of these interventions. Then a summary is provided of the principal experiences involving the restitution of rights identified on the basis of a bibliographical compilation and opinions gathered from state operators.
In the second part of the paper, there is a breakdown of the answers received from member states to the yearly survey on action related to the restitution of the rights of victims. Finally, a number of recommendations are given, which we hope will prove to be useful in guiding public policy for the comprehensive protection of children who are victims of sexual exploitation.
